Is there any chance they consider evacuating low-lying areas of the city? (Or is it already too late since flooding has already started?)
 
Water is coming into my mom’s work.
That’s a great excuse to go home. Where does she work? (Location wise)

...THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 1045 AM CDT FOR
SOUTHWESTERN ORLEANS PARISH...

At 859 AM CDT, Doppler radar indicated heavy rain across the warned
area. 5 to 6 inches of rain have fallen. Flash flooding is already
occurring with numerous streets and underpasses severely flooded and
some road closures.

THIS IS A FLASH FLOOD EMERGENCY FOR NEW ORLEANS. This is a
PARTICULARLY DANGEROUS SITUATION. SEEK HIGHER GROUND NOW!

Some locations that will experience flooding include...
New Orleans, Gretna, Arabi and Lakefront Airport.

Additional rainfall amounts of 2 to 3 inches are possible in the
warned area.

A Storm Surge Watch has been issued from the Mouth of the Pearl
River to Morgan City, Louisiana.

A Tropical Storm Watch has been issued from the Mouth of the
Mississippi River to Morgan City, Louisiana.

Maximum sustained winds are near 30 mph (45 km/h) with higher gusts.
Strengthening is forecast during the next 72 hours, and the
disturbance is forecast to become a tropical depression Thursday
morning, a tropical storm Thursday night, and a hurricane on Friday.

And this is when we’re still probably over 72 hours out from landfall. If the current model forecasts verify, this is going to be catastrophic.
 
It is unprecedented. I don't think we've had a crest that high with the modern levee system in place.
I hope their predictions are wrong. Unfortunately they do a very good job getting it right, at least up here in N AL. I'm sure there's extra uncertainty though in this instance. Fingers crossed.
