I don't know about the Loyalton fire, but this happened at California's Lake Fire a couple days ago (the winds are bad in many places out here, plus you've got the heat and dryness):

Landspout caught on camera a few minutes ago on Hobbs Island in the Tennessee River in Huntsville. This video was taken from the path along the river where I go walking. Hate I missed this one.
