And the water mains start breaking. Every time a contractor hits rock they put it too shallow and if no one catches them, they get away with it. It's a relatively inexpensive utility to install so blasting rock is not worth it to the contractor, not all lines are inspected and not all inspectors are not corrupt. Sad to see - such a simple thing to do correctly. May not be easy or cheap but it's really not complicated. The good contractors point it out to the municipality when it happens and either re-route it if possible or adjust the contract to include blasting and hauling off rock so they get paid for the extra work.
