Has the SPC actually ever gone higher than MOD Risk for high-end wind events without significant tornadoes? I even thought MOD for high end wind with low tornado threats (like Sun) were exceedingly rare & only done due to Houston last week. I didn't think SPC used High Risk except for Tornado threats. I said High today for Tornadoes, not Wind &/ Hail.

Yes, but not that often at all. The last two instances where wind was the sole driving factor behind a High Risk and sigtor probabilities were there but were MDT level or lower were June 3, 2014 and June 12, 2013. A Moderate Risk that is wind driven (or hail driven) is substantially less rare than you think it is.

...A TORNADO WARNING REMAINS IN EFFECT UNTIL 345 PM CDT FOR
SOUTHEASTERN CASS...NORTHWESTERN UNION...NORTHERN ADAMS AND
SOUTHWESTERN ADAIR COUNTIES...

At 301 PM CDT, a confirmed large and extremely dangerous tornado was
located over Hacklebarney Woods County Park, or 10 miles west of
Corning, moving northeast at 60 mph.

This is a PARTICULARLY DANGEROUS SITUATION. TAKE COVER NOW!

HAZARD...Damaging tornado.

SOURCE...Radar confirmed tornado.

IMPACT...You are in a life-threatening situation. Flying debris may
be deadly to those caught without shelter. Mobile homes
will be destroyed. Considerable damage to homes,
businesses, and vehicles is likely and complete destruction
is possible.

The tornado will be near...
Carbon around 305 PM CDT.
Lake Icaria and Lake Icaria State Park around 310 PM CDT.
Fontanelle around 325 PM CDT.
Greenfield and Nodaway Park around 330 PM CDT.

Other locations impacted by this tornadic thunderstorm include
Orient, Fontanelle, Bridgewater, Nodaway Park, Lake Icaria State
Park, Carbon, Nodaway, Corning Municipal Airport, and Massena.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

To repeat, a large, extremely dangerous and potentially deadly
tornado is on the ground. To protect your life, TAKE COVER NOW! Move
to a basement or an interior room on the lowest floor of a sturdy
building. Avoid windows. If you are outdoors, in a mobile home, or in
a vehicle, move to the closest substantial shelter and protect
yourself from flying debris.

Large TDS apparent as the northern storm approaches Carbon. 2nd tornado is heading towards Brooks and Corning. Both appear potentially strong based on radar signatures.
