In fairness, public schools, churches and other venues are frequently used for extracurricular activities and community events.
I would argue that schools and churches, etc. should also be used for tornado shelter IF they are built to code standards/FEMA approved for inclement weather. Especially if there's not a concrete tornado shelter close by. Of course, with this, you do run into liability issues.

Agree - while they wouldn't be perfect, the more options, the better.
