Apparently it's been PDS warned for awhile now.
So far as of May 23rd per SPC, there's been 160 preliminary tornadoes in the month of May. The only other May that comes closest to this is May 1994 which had 161. 1994 was an El Nino year and featured a relatively benign hurricane season. However, 1994 didn't feature the first category 5 super typhoon until August. The most noteworthy Atlantic storm that season was Gordon.

Is anyone really surprised that May has been as quiet as it has been? April, was the complete opposite and the shock for how quiet is was. It’s so strange to see these hyperactive early season patterns turn to below average severe activity in time for peak season. As a weather enthusiast and chaser, I’m confused and slightly put on edge. As a civilian, I’m counting my blessings.

You have just given me a splendid idea. Got some research work to do first.To further elaborate on the May hypothesis. We have only had one May in the last 40+ years to have no EF3+ rated tornadoes, direct you to 2021. On top of this, no risks above Enhanced. Very odd seeing this in comparison to previous years or stretches of average-above average Mays.

Here it is. May Tornado Totals 1950 thru current including what phase of ENSO we were in those years. One thing I noticed was how the 2010 thru 19 years saw a slight drop off in total tornadoes compared to 2000 through 2009. Thanks to @Tanner for giving me this idea and perking my interest. At some point, when I have more time, I'll do this for each month.
