Presumably because it's heading into the already existing warning from the original tornado; they ABSOLUTELY should issue a new warning for this cell, though.

I guess the only good news is that the second one waited until it got over the more rural areas to produce, but both of those storms are on a direct path toward Winona, which is one of the larger towns in that area.

Yeah I'm carrying my birds big cages to the downstairs interior bathroom. That way if things get back here later they are already safe & I'm not trying to get them secure then too.

The velocity signature on the main supercell right now is absolutely incredible. This is going to be another violent tornado.
