The opinion of the OLC is the policy. Mueller followed it. Section I page 11 doesn't tell the entire story. You have to read the document as a whole.

Barr asked Mueller on three separate occasions if the OLC policy is why he was not recommending indictment and he said no. It's not in the report but it did happen.

It doesn't matter. We have quoted many things directly from the Mueller report and then you say something Trumps what is in the report or changes the way the report reads. It is a waste of time to quote anything, provide you a proof of anything. You are going to make up something to try and support your narrative. The narrative doesn't change and unfortunately, you cannot accept the truth.
