I don’t see any rotation, but couldn’t rule out a spin-up knowing Cullman. Might have some small hail though

It seems that way. There are different philosophies with this, I guess. Some NWS offices do it this way, others would probably just do a severe thunderstorm warning with a tornado possible tag.
