This is just a shot in the dark, given the language problem (which browser translation isn't all that helpful with):

Does anybody know more details?
 
Reportedly (Japanese) the Japanese Coast Guard spotted for some debris from a Chinese rocket launch -- folks in the Kagoshima City area could see it flying and were curious, and that linked news story was the result. This probably explains the news posted earlier here on the 3rd.

Browser translation from the coverage on September 9:

"The Japan Coast Guard maritime report listed in advance the predicted fall area of the used rocket booster, and areas 1 to 2 passed over this path in the direction of travel." That's what he said.

The true identity of the "band of light" that shone in the morning sky was a plume of rockets illuminated by the sun above.
