It's usually standard procedure to keep it in place until you're confident the tornado has lifted.This tornado might have just wiped Barnsdall off the map, and 10 mins later they downgrade the TORE as it makes a direct hit with a pretty big town. I don't care if it's cycling or weakening, I think you have to keep the TORE.
