Exactly. This is why they have clear guidelines and are saved for only the most dire situations. If people aren't motivated to move because they are in a Particularly Dangerous Tornado Warning, then that's worrysome

There are no hard rules for TORE that I’m aware of, just guidance for best practices. Also, most people don’t pay attention to whether it’s a regular TOR, a PDS, or a TORE. Most disable WEA alerts on their phones.
