I’m surprised at that. Definitely has to be 3CAPE compensating, the 0-1 km shear in proximity to that cell is below 10 knots.

It really doesn't matter either; IMO a PDS tornado warning should be treated the exact same as an emergency, in terms of how people should be responding at an individual level.

Yeah that is shocking. Maybe it ramped up rapidly and SPC map hasn't been updated yet.
