Seems to have been the result of a sort of merger. One meso to its NW dissipated as the parent storms collided, leading to this new circulation which prompted the issuance of a TOR.

That signature isn't even associated with the cell. It's intense inflow or major hail contam causing a more intense look.

I spent a summer semester at IU in grad school, I think the dorm I stayed in had a basement but idk if that's representative of most of the campus.

Regardless of how this is wrapping up, this looks like a situation where the tor may immediately occlude. Not a favorable look to support a sustained tornado for a bit, may be more quick surging spinups
