It's almost as if "do as I say not as I do" is their one consistent belief.

No, you have it all wrong. I now understand that when they chanted "Lock her up!", they really meant "Lock her up if she's guilty, which we think she is but we presume she isn't". That was just too many words to keep in a rhythmic chant, so they left the latter portion off.
