Well my thoughts are that they aren't ordered into these storms. In most cases they volunteer for it and in a lot of cases the shots are semi-staged in areas where winds are being funneled but easily accessible from secure areas where they are also protecting the large sat truck required to beam the signal back. I've seen it first hand with Katrina and Ivan. I ask the question of when was the last time you heard of one of these folks getting killed? I feel they truly do have safety in mind and the idea is to show how bad it is so others don't venture out. But that is just me...
