The White House released a budget blueprint which calls for a large increase in military and defense spending and a corresponding decrease in domestic spending, including a 31% funding cut for the Environmental Protection Agency and a 28% cut for the State Department. The proposal, which has attracted bipartisan criticism, lists specific programs to be defunded, including Meals on Wheels and the National Endowment for the Arts.
