Impact: Tonado damage threat and tornado emergencies.

I just wonder why most NWS offices who issue a TE will use the considerable damage threat but at the end tag it as catastrophic? I thought they were 2 different things. Like shouldn't a considerable TE be listed as considerable and a catastrophic TE be listed as catastrophic? It is kind of confusing when you see a TE with a considerable damage threat tagged at the end as catastrophic.
