How is this storm not tornado warned?

That radar beam is from the Ft Smith radar, almost 150 miles away. It’s looking way above the ground, up around 16-18k feet up.

I don’t have the radar image, but they would’ve had a lot better look at it from KTLX (Oklahoma City/Norman) to decide whether or not it needed a tornado warning
