Do you think this is a real story or some kind of hoax or China thinking they can do more than they can?

China has played with the rain making concept for years. I did some searches and this about the only legitimate site I can find with the story.

Scientifically it might be possible but the cost to construct and operate would be nuts.

Didn't Russia "create" snow for the winter Olympics? I'm not talking like the ski slopes in Mentone but make it actually snow from the sky.

Russian attempts/experiments in weather modification are nothing new, IIRC. While occasionally looking up scientific articles related to Soviet meteorology, I've noticed that a fair percentage of them deal with Soviet experiments in weather modification (e.g. ways to reduce the size of falling hail).
