At an event in Kenosha, Wisconsin, President Trump signed an executive order titled “Buy American, Hire American.” The order instructs each federal agency to review and maximize the degree to which federal government resources are put towards “goods, products, and materials produced in the United States,” instructing the Secretary of Commerce and the Director of the Office of Management and Budget to guide this review. The order further instructs the Secretary of State, the Attorney General, the Secretary of Labor, and the Secretary of Homeland Security to “propose new rules and issue new guidance…to protect the interests of United States workers” and specifically to “suggest reforms to help ensure that H-1B visas are awarded to the most-skilled or highest-paid petition beneficiaries.”
