I am curious about how other nations warn their populations of severe weather. I know Canada uses a similar watch/warning system that the U.S. uses but outside of that I'm not knowledgeable of other countries. Any text of warnings would be appreciated.

The EU has a system called Meteoalarm which coordinates severe weather watches across the EU through EUMETNET, although local warnings are still handled by the individual countries. They have a pretty simple color-coded system (green, yellow, orange, red) to indicate the potential severe weather threat (sort of like the SPC outlooks). Here's one for today in France:

"Weather warnings: Loir et Cher

valid from 25.04.2020 15:00 CET Until 26.04.2020 15:00 CET
Thunderstorms Awareness Level: Yellow

english:
Although rather usual in this region, locally or potentially dangerous phenomena are expected. (such as local winds, summer thunderstorms, rising streams or high waves)

Be aware and pay attention to the latest weather updates, especially if you carry out activities exposed to weather or close to a stream or shoreline."

There's an EU-wide WEA-type alert system as well as public and private ones in individual countries. I can't find any sample warning texts online though. I know we had a couple of severe thunderstorm warnings when I was living in Germany but I can't remember where the warning texts themselves are.
