What is a TBSS debris ball? Can someone explain real quick?

Debris ball with a scatter spike. It's caused by debris so large that its bending the beams into the ground. Very rarely caused by tornado debris, usually caused by hail.

The Nashville Indiana tornado is about 10 minutes from hitting near Columbus

They warned it again with a PDS TOR tag. I'm beside myself as to why this doesn't qualify as a TOR-E, it's heading straight towards a town of 50K+ people.
