    A tropical wave along the west coast of Africa is moving westward
    at about 15 mph. Environmental conditions could become more
    conducive for some development over the weekend while the system
    moves well south and southwest of the Cabo Verde Islands.
    * Formation chance through 48 hours...low...near 0 percent.
    * Formation chance through 5 days...low...20 percent.

    Showers and thunderstorms associated with a broad area of low
    pressure located about 1000 miles west-southwest of the Cabo Verde
    Islands are gradually becoming better organized. Satellite data
    indicate that this system is already producing winds near tropical
    storm force. There is a strong likelihood that a tropical depression
    or tropical storm will form within the next few days while the
    disturbance moves west-northwestward at 10 to 15 mph over the
    tropical Atlantic Ocean.
    * Formation chance through 48 hours...medium...60 percent.
    * Formation chance through 5 days...high...90 percent.

    Also predicted to be a major, but out to sea. Surely Irma has roughed up enough of the atmosphere to prevent Jose' from following along.

    My God ... I thought they said it was going to stay out to sea. Not to mention Irma has surely sucked up most of the energy in those waters ...
